The outlook for public-sector employment has improved by a small margin, according to a new survey by the International Public Management Association for Human Resources, as reported by Governing. Of the mostly state and local employers responding to the survey, 66.2% planned to hire for new positions in fiscal year 2014, expanding the workforce by no more than 2%, for the most part. That compares with 61.6% of respondents that planned to create new positions the previous year. Approximately 42% of those filling new jobs planned to hire public safety personnel; 25% planned to hire public works personnel; 21%, finance/management; and 18%, parks and recreation. Approximately 10% of respondents anticipated layoffs, the same as the previous year.
